Black rolls another 4-3, and now he has to give us a shot. He can’t play 4 from the nine point or 3 from the eight point and can only afford to move one man from his six point, so he makes his best play by moving a man from his nine to his two point.
You may wonder why he exposed on the nine point instead of the eight point. The reason is that this play exposes the blot to any 4, a 6-2, or double 2, a total of fourteen shots. If he had exposed on the eight point he could have been hit by any 3, a 2-1, or 6-1, a total of fifteen shots.
