Rulings
A player had rolled (probably his worst number), claimed the dice were
cocked and picked them up to re-roll. His opponent claimed that they
weren't cocked and called for a ruling.
How would you rule?

The player who claimed the dice were 'cocked' unsportingly, IMO, picked up
their dice before calling an independent witness to determine, and I hope
it's not common practice in competition play.
The fairest way would appear to be the final compromise in that the game
was scrapped and re-started, however, to try and put an end to this
unscrupulous behaviour, maybe the two players should ahve rolled two dice
each and the opponent could choose which pair of dice to use (his own or
his opponents) aftyer seeing the result. Although this may seem harsh, I
believe it would stop such practice. Then again the player himself may
have got a lucky break by this, if the same numbers were rolled on both
sets of dice.

I would rule that the roll stood. The shooter should have first gotten
confirmation from his opponent that the dice were cocked before picking up
the dice. That would have avoided any controversy.
Any compromise ruling (such as was made at the table) is an open
invitation for a cheater to scoop up his dice after rolling a very bad
number in a critical situation and claim they were cocked. Of course we
don't know if this actually happened, but by ruling that the roll stands
this ends the possibility of this practice and forces players to follow
the proper procedure.
