Disagreement over cocked dice

At a recent tournament the following situation came up.  At a key
juncture of the match, Player one rolled the dice and quickly began to
make his move.    Player two interrupted him by saying the dice were
cocked.  Player one finished his move and by so doing bumped the dice
hard enough so that if they were cocked they would now be un-cocked.
Player one claimed that the dice had not been cocked at all while
player two insisted that they were.

The situation was most unfortunate since the roll in question was a
perfect number for Player One and almost assuredly would have won the
match.  As it happens, Player One, still believing that the dice were
not cocked agreed to roll again.  That roll left a shot, which was hit,
and Player Two went on to win the match.  How should this dispute have
been settled.  There were no witnesses and each player was firmly
convinced of his position.  Player One thought it was a clean roll;
Player Two thought it was a cocked roll that had been bumped into a
non-cocked position?  How does a tournament director know whom to
believe?

My congratulations to Players One and Two for sorting out the problem
themselves.  Without witnesses the TD would have had a very hard
decision to make.

In such cases where it is impossible to know what happened exactly then
a compromise has to be reached. Player One's decision to re-roll wasn't
even a compromise - it was a total rejection of his 'cocked' roll.

When the rules fall into grey areas commonsense and fairplay amongst
players will always be preferred to a decision forced upon them by a TD
facing an impossible task.
