Clock rules and gin positions

Regarding the clock rules [see
http://www.bkgm.com/tournaments/US-Backgammon-Clock-2007.html], if a player
has 100% match winning chances (i.e. he's mathematically certain to win the
match) and his clock expires, does he lose the match? Some clock rule sets
address this particular situation, but not the US clock rules (unless I
missed it), so I assume the answer is "yes." I don't care either way -- I
just want to know the rules.

wins the match if he is in a "gin" position and his flag falls.

    5.3 TIME EXPIRATION. A player who exhausts his reserve time before he
    can validly claim the match is declared the loser.

Jim runs out of time, but he thinks that he is in a position where he can
validly claim the match. I am called to make a ruling. I will allow his
opponent, Steve to call the rolls for both himself and for Jim. Jim must
demonstrate that there is no way for him to lose the match. If this is the
case, I will declare Jim (the player who ran out of time) the match winner.

In practice, this is an extremely rare occurrence. But concessions are not
that rare. I think a concession passage would be a good addition to the
Oct. 2007 Clock Rules.
